Quests
The Following Changes have been made to the level ranges of the Quests in Volume II
  Book 2 - Chapters 1 to 5 re-leveled to 53
  Book 2 - Chapters 6 to 8 re-leveled to 54
  Book 3 - Chapters 1 to 5 re-leveled to 56
  Book 3 - Chapters 6 to 9 re-leveled to 57
  Book 4 - Chapters 1 to 5 re-leveled to 58

Specific Quest Adjustments for the Volume II Epic Story
  Volume 2, Book 2, Chapter 6: Goblins in the Western Halls: This changes several aspects of the quest. The quest guide directions have been simplified. There are now more crude maps available.
  Volume 2, Book 3, Chapter 6: Arms of the Sharpest Bite - The monster drop rate has been increased, and additional world spawns have been added for all three types of items. The items should be closer to bestower.
  Volume 2, Book 4, Chapter 1: All Escorts now have become signature mobs. Several Quest mobs have had their levels adjusted.
  Volume 2, Book 4, Chapter 3 & 3B: Chapter 3B has been uncoupled from the Epic book, and now 3 only requires
  Volume 2, Book 4, Chapter 5: Added additional item spawns, unlocked travel route, and thinned Monster density near quest objects.
  Volume 2, Book 4, Chapter 6: The locate the plaques and defeat monsters objectives have been seperated into two steps, to allow Quest Guide to more accurately display the objectives.
  Volume 2, Book 4, Chapter 7: Drowned Treasury - This instance now has inspired greatness. Additionally, number of monster spawns have been reduced, and monsters health, defense, and offense have been reduced.
  Volume 2, Book 5, Chapter 1 & 2: An additional quest vector NPC was added in Chapter 1, and is now the person that you turn the quest into, he then sends you back out, for Book 2.
  Volume 2, Book 6, Chapter 3: Orophin has had his stats increased to make him more easy to defend.
  Volume 2, Book 6, Chapter 5, 5B, 5C: Taken By Madness and Mazong's Searchers - The signature mobs involved with this quest, while still signatures, should be more easy to defeat.
  Volume 2, Book 6, Chapter 8: New Devilry: This quest now mentions the effect of inspired greatness, and that this instance can be completed as a solo player or as a duo.
  Volume 2, Book 6, Chapter 8: New Devilry: Orc Beserkers are now able to be CC'd, making several pulls more realistic for soloing.
  Volume 2, Book 6, Chapter 8: New Devilry - Certain grims have had their pathing changed, so that they will properly agro additional mobs.
  Volume 2, Book 7, Chapter 8: The Secret Road: Several monsters were removed to make the instance slightly easier to solo.
  Volume 2, Book 8, Chapter 1 : Escape from Rushdurinul - Several of the Monsters within the Instance have been tuned to make the instance, easier to complete.
  Volume 2, Book 8, Chapter 3 and 4: Players who previously have this quest underway will have this quest removed, so that they may more easily choose between the group and solo version of these quests.
  Volume 2, Book 8, Chapter 3: A Relic in Lumul-nar - This quest now has an optional solo version if you wish to complete the quest. Additionally, if you complete the Group version, and have not completed the Solo version, there will be an additional quest that will allow you to enter the space and experience the solo version. The name of this quest is "Replay: A Relic in Lumul-nar (Solo)"
  Volume 2, Book 8, Chapter 4: A Relic in Nalâ-dûm - This quest now has an optional solo version if you wish to complete the quest. Additionally, if you complete the Group version, and have not completed the Solo version, there will be an additional quest that will allow you to enter the space and experience the solo version. The name of this quest is "Replay: A Relic in Nalâ-dûm (Solo)"
  Volume 2, Book 8, Chapter 5: Shackles for Mazog - This quest has had the pre-reqs changed to now accept either the group or solo version of "Chapter 4: A Relic in Nalâ-dûm "
  Volume 2, Book 8, Chapter 6: Return to Azanarukâr - This instance now has inspired greatness. The Dread in the last encounter has been reduced, and Magor has become stronger.
  Volume 2, Book 8, Chapter 6: Return to Azanarukar - Reworked Death Mechanics within the instance.
  Volume 2, Book 9, Forward: Assault on The Gates, Out of Supply, Barring the Gate: Each of these quests has had the number of monsters involved reduced to make these areas easier to complete, with lower DPS classes.
  Volume 2, Book 9, Chapter 2: Monster camp has had several mobs removed.
  Volume 2, Book 9, Chapter 6: Scouting Taur Morvith - Malendol has become slightly heartier.
  Volume 2, Book 9, Chapter 6: Mob density in Audaghaim has been adjusted.
  Volume 2, Book 9, Epilogue: Alfirimbes - Number of Glow worms per group was reduced.
Other Quests
  Clarified that the weapons and sword sheaths needed for the quest targeting sentient creatures near Kauppa-Khota look for the goblins in the woods or the Gauredain in the frozen valleys in the north.
  We replaced the outdated reward for the quest “Making Use of the Low-lands” with a reward that will actually benefit players.
  Evendim: Twisted Heart instance difficulty tweaked. Mob damage and HP reduced.
  Enedwaith quest completion and tier 2 slayer deeds now award virtue traits similarly to other zones. These rewards will be applied retroactively to anyone who has already completed them.
  Players no longer are required to complete the quest “The Trust of Lórien” to enter Lórien. The title “Trusted in Lothlórien” is now bestowed upon reaching the appropriate reputation instead. This will make it so players with the appropriate reputation, no longer become a pincussion when you embark on Volume 2, Book 7 Chapter 1, without completing “The Trust of Lórien” .
  The Quest, The Long Reach of Angmar, has been removed from the game.
  Quest: Lich Bluffs - Weaken the Grip of Darkness- Fixed text regarding Trac-Plas
Quest Guide
  Fixed the Quest Guide information for the following Quests
    Volume I: Book 3, Chapter 6
    Volume I: Book 7, Chapter 6
    Volume I: Book 11, Chapter 9
Tasks
  Set the billboard up to update when you obtain a dusky wing for the task that looks for wings in the Lone-lands.
  Fixed a typo in the description of the task title: The Up-and-Comer
  The task board that was appearing in the Red Pass instance will no longer make an appearance. Who knew that inanimate objects could go where they wanted, when they wanted.
  Some Oatbarton tasks could only be completed once. This has been fixed.
  Reputation will now appear on the Pure Black Skin Task out of Suri-kyla.
  We have altered the name of the second Leathery Fur Task you receive in Tinnudir to More Leathery Fur. We want the tasks to cover more levels, but lack the targets to up the item drop to fine fur.
  All tasks obtained from the Shire will now reward players with Mathom Society Reputation
  The Broken Wooden Hatchets task obtained in Bree has been renamed to reflect the correct drop obtained from sentient mobs in that level range, Broken hatchets.
  The Pure Black Skin task obtained in Sûri-kylä will now reward Lossoth reputation
  Fingerbones obtained from wights in the level 18to23 areas will henceforth be known as Pitted Fingerbones. Tasks looking for Decrepit
  Fingerbones have been adjusted. We had two items with the same name some levels apart. Strange that they were fingerbones...which kind of all look the same anyway.
Loot & Quest Rewards
  “Sugun”, Enedwaith rare spawn, will now drop Mithril Flakes when defeated.
  Town Services & NPCs
  Horse-race Masters Sally Threshing and Carl Proudfoot now give information on racing for a festival mount reward.
  The “Keeper of Gifts” NPCs (the ones who give gifts during the Anniversary) will now be at a major hub in each zone throughout the world.
  Craft Guild Trainers will now be at every crafting hub.
  The Town Criers have been updated to announce helpful information about events.
  Enedwaith reputation barter NPCs have had an additional decoration item added to their inventory.
Festivals & Events
  The Hedge Maze no longer forces you to run with the “no cheating” effect on. You can now use speed boosts.
  The Flower Collection quests (A-courting Bree Will Go, Fistful of Flowers, etc) will no longer be part of the spring festival. These are going to be used in a separate event at a future time.
Housing
  Housing decorations that have reputation usage requirements will now enforce this requirement when the reputation is slotted. If you can't use an item (because you lack the necessary reputation) you will not be able to slot the item in your home. However, as long as you have decoration permissions, you will still be able to UNSLOT the item. This means that you can remove some decoration items that you cannot replace!
Graphics/Animation/FX/Sound
  When using “Specimen Jar: Gross Bugs”, the effect will now show up in DX10 mode.
  The Falcon Banner housing decoration no longer disappears from view when viewing your house from the curb.
User Interface
  The escort vitals UI got some new art.
  Removed all dialog pending text fields from all modal dialogs. Modal dialogs will still stack, but they will not notify the player as to the stack depth with the “! # Dialog Pending” text.
  Search in the vault now shows items with accents in the name, such as “Khazad-dûm” even when searching without typing in the diacritic.
  Characters who have been transferred between servers can now withdraw from their vault items bound to their account.
  When entering a new monster player character name, the cursor no longer gets reset to the end when erasing the first character.
  You will no longer get a tooltip when mousing over cosmetic items held in a character's hand.
  The Persistent Sound checkbox in the Options panel under Audio can now be checked to allow sounds to continue to play if the game focus is lost or minimized.
  Mouse-over tooltips work more reliably in the raid member vital displays for the effects that don't overlap other members' vitals.
  We have made a significant number of changes and improvements to combat logging text.
  You will now see messages for parries, evades, blocks, resists, immunity, misses and interrupts.
  Damage is now qualified as a hit, critical hit or devastating hit.
  Healing is now qualified as a heal or critical heal.
  Non-damaging and non-healing skill and effect application is now logged.
  Damage and healing done by effects, including damage-over-time and heal-over-time effects will now be logged with the name of the effect.
  “Interrupt” floating text indicators are now visible to everyone in the vicinity regardless of how your floating text options are configured.
  The “Auto move to target” Combat option has been renamed to “Enable movement assistance in combat”. The movement assistance mode now includes turn-to only support for ranged attacks and follow mode for melee when in combat. The movement mode you use is based on the skills you are executing (other than default attacks). This option is disabled by default, you can enable it through the Combat tab on the Options panel.
  Removed the acceleration button from the “Avenger of Sarnur” slayer deed.
  Extraneous text is no longer shown below the Fellowship Maneuver information when the fellowship leader sets the desired Fellowship Maneuver.
  The Wardrobe now remembers the selections in the filter menus when closing/reopening it and no longer resets them when items in your wardrobe change (for example when dye is applied to them).
  Fellowship/Raid assist window and “selection of my selection” windows now show the selection even when it doesn't have vital bars (though only if it's nearby).
  There's now a tutorial hint shown when Skirmish Marks and Anniversary Tokens are transferred into the Barter Wallet.
  Hitting “Esc” while looking at the Logout Confirmation dialog now cancels the logout instead of sending you back to character selection screen.
  Hitting “Enter” while looking at the Logout Confirmation dialog now confirms that you want to exit, instead of canceling the logout.
  You can now receive quest rewards that go into the Barter Wallet even with a full inventory.
  You can now barter for an item heading for the Barter Wallet even if your inventory is full.
  "Dúnedain" (ie Ranger session play) is no longer shown as an option in the class filter page for the social panel.
  Using the "Customize Toolbar Slots" button or the "Change Text Colours" option of the chat window now make sure to clear any search string set in the Options Panel so that it can be shown properly.
  You can now see fractional durations of buffs and debuffs to the tenth of a second precision.
  You will no longer get a tooltip when mousing over cosmetic items held in a character's hand.
Travel/Maps/Radar/Mounts
  The Map Home item now grants the user a skill. This skill will be the new way to teleport to your personal home milestone.
  The new skill version of the Map Home will now update its icon depending on which area you have your home location bound to.
  The examination information for the map home skill will now tell you a much more specific location for where your home location is currently set after you have bound it using the new milestone UI.
  The remaining reputation mounts that were not given the “Prized” title for the last release have been adjusted to be called Prized.
  The Bree reputation mount item is now correctly a rare item.
  All Horses will now display their speed bonus as a + percentage rather than the full value of their speed the 162% was confusing to some players.
  The new Lossoth Reputation mount now has the correct appearance.
  The Malledhrim Reputation mount now has the correct appearance.
  The name of the steed gained through reputation with the Warden's of Annúminas is now the Warden's Steed
  The Dúnedain War-steed obtained from the instance deeds in Angmar has been upgraded to be equal to the other reputation and dungeon steed +68% speed and 250 health.
  The travel skills earned through Reputation (Bree, Thorin's Gate, Mirkwood, Ost Guruth, Enedwaith, Rivendell, and Michel Delving) no longer trigger each other's cooldowns.
Auctions
  Auction House categories have been revised for the new Legendary Item update.
  All Legendary Items can now be found in the new “Legendary Items” category including Class Items and Weapons.
  Class Items and Weapons categories no longer have a “Legendary” sub-category. Items currently posted under these categories will need to be re-posted in order to appear with the proper sorting.
  The Lore-master Talismans will now appear when the Lore-master Item category is searched on.
  The Skill Scroll subcategory in the Class Items category has been removed. Mentor scrolls will now be found under Minstrel Items and Lore-master pet scrolls will now be found under Lore-master Items.
Deeds & Traits
  The “Raining Snowballs” Deed no longer shows the number of fights needed to win twice when added to the quest tracker
  Emotes
  The Snow Wizard and Warm Hands emotes can no longer be performed while moving.
  Friend of Lórien Deed: This deed no longer requires the quest "Trust of Lórien" instead it requires that you are 'Known to the Galadhrim'
Lua
  Context menus should now support Unicode characters.
  Fix for Quickslots becoming invisible after setting the shortcut. The behavior of IsVisible on Control changed slightly as well. It used to return true if the cotnrol was visible and all of the parent elements were visible. Now IsVisible returns true if the control is flagged to be visible. A new API IsDisplayed was added that returns the old value.
  Enabled error reporting for syntax errors. Huzzah!
  Fix so that activating a window as a response to the Activated event for that window will not cause infinite recursion.
  Fix for ListBox SetSelectedIndex not translating from a one based system to zero based. Plugins will need to revert any offset correction they were doing themselves and use the values that GetSelectedIndex would return.
LOTRO Store and Account Services
  Upgrading from a Free account to a Premium account (purchasing Turbine Points) should no longer require you to log out and then back in to take effect.
  Power and Morale potions have had their potency improved. These potions now provide 5% of their effect up front and then pulse the remainder over 10s.

The movement mode you use is based on the skills you are executing (other than default attacks). This option is disabled by default, you can enable it through the Combat tab on the Options panel.
  Removed the acceleration button from the “Avenger of Sarnur” slayer deed.
  Extraneous text is no longer shown below the Fellowship Maneuver information when the fellowship leader sets the desired Fellowship Maneuver.
  The Wardrobe now remembers the selections in the filter menus when closing/reopening it and no longer resets them when items in your wardrobe change (for example when dye is applied to them).
  Fellowship/Raid assist window and “selection of my selection” windows now show the selection even when it doesn't have vital bars (though only if it's nearby).
  There's now a tutorial hint shown when Skirmish Marks and Anniversary Tokens are transferred into the Barter Wallet.
  Hitting “Esc” while looking at the Logout Confirmation dialog now cancels the logout instead of sending you back to character selection screen.
  Hitting “Enter” while looking at the Logout Confirmation dialog now confirms that you want to exit, instead of canceling the logout.
  You can now receive quest rewards that go into the Barter Wallet even with a full inventory.
  You can now barter for an item heading for the Barter Wallet even if your inventory is full.
  "Dúnedain" (ie Ranger session play) is no longer shown as an option in the class filter page for the social panel.
  Using the "Customize Toolbar Slots" button or the "Change Text Colours" option of the chat window now make sure to clear any search string set in the Options Panel so that it can be shown properly.
  You can now see fractional durations of buffs and debuffs to the tenth of a second precision.
  You will no longer get a tooltip when mousing over cosmetic items held in a character's hand.
[b]Travel/Maps/Radar/Mounts[/b]
  The Map Home item now grants the user a skill. This skill will be the new way to teleport to your personal home milestone.
  The new skill version of the Map Home will now update its icon depending on which area you have your home location bound to.
  The examination information for the map home skill will now tell you a much more specific location for where your home location is currently set after you have bound it using the new milestone UI.
  The remaining reputation mounts that were not given the “Prized” title for the last release have been adjusted to be called Prized.
  The Bree reputation mount item is now correctly a rare item.
  All Horses will now display their speed bonus as a + percentage rather than the full value of their speed the 162% was confusing to some players.
  The new Lossoth Reputation mount now has the correct appearance.
  The Malledhrim Reputation mount now has the correct appearance.
  The name of the steed gained through reputation with the Warden's of Annúminas is now the Warden's Steed
  The Dúnedain War-steed obtained from the instance deeds in Angmar has been upgraded to be equal to the other reputation and dungeon steed +68% speed and 250 health.
  The travel skills earned through Reputation (Bree, Thorin's Gate, Mirkwood, Ost Guruth, Enedwaith, Rivendell, and Michel Delving) no longer trigger each other's cooldowns.
[b]Auctions[/b]
  Auction House categories have been revised for the new Legendary Item update.
  All Legendary Items can now be found in the new “Legendary Items” category including Class Items and Weapons.
  Class Items and Weapons categories no longer have a “Legendary” sub-category. Items currently posted under these categories will need to be re-posted in order to appear with the proper sorting.
  The Lore-master Talismans will now appear when the Lore-master Item category is searched on.
  The Skill Scroll subcategory in the Class Items category has been removed. Mentor scrolls will now be found under Minstrel Items and Lore-master pet scrolls will now be found under Lore-master Items.
[b]Deeds & Traits[/b]
  The “Raining Snowballs” Deed no longer shows the number of fights needed to win twice when added to the quest tracker
  Emotes
  The Snow Wizard and Warm Hands emotes can no longer be performed while moving.
  Friend of Lórien Deed: This deed no longer requires the quest "Trust of Lórien" instead it requires that you are 'Known to the Galadhrim'
[b]Lua[/b]
  Context menus should now support Unicode characters.
  Fix for Quickslots becoming invisible after setting the shortcut. The behavior of IsVisible on Control changed slightly as well. It used to return true if the cotnrol was visible and all of the parent elements were visible. Now IsVisible returns true if the control is flagged to be visible. A new API IsDisplayed was added that returns the old value.
  Enabled error reporting for syntax errors. Huzzah!
  Fix so that activating a window as a response to the Activated event for that window will not cause infinite recursion.
  Fix for ListBox SetSelectedIndex not translating from a one based system to zero based. Plugins will need to revert any offset correction they were doing themselves and use the values that GetSelectedIndex would return.
[b]LOTRO Store and Account Services[/b]
  Upgrading from a Free account to a Premium account (purchasing Turbine Points) should no longer require you to log out and then back in to take effect.
  Power and Morale potions have had their potency improved. These potions now provide 5% of their effect up front and then pulse the remainder over 10s.
